Patches [iPhone Theme]

Here is an iPhone theme called Patches that definitely looks unique. It’s full themes like this one(and the one that looked like a Vending Machine) that completely transforms the iPhone home screen.

This may be a really stupid question but I’m new to the iPhone family and I was wondering if you have to have a jail token iPhone in order to get the really cool themes like the vending machine one or even this “patches” one? Any info will be greatly appreciated!
